Can Trump Delay The Election?

A few days ago, President Trump in a tweet suggested moving the presidential election date as a part of his larger narrative that holding the election entirely or partially by mail would make it inaccurate and fraudulent. While the United States of America's constitution does not mandate the election date, the federal law mandates the election date.
The Presidential Election Day Act of 1845 sets election day as the Tuesday after the first Monday in November. Since the act was established by Congress, only Congress can change it. Congressional leaders from both parties have condemned Trump's suggestion so it looks like there's very little chance that the election date will be moved.
